I did not check this information, but the student service told me that on the ground level floor are some rooms normally for guest professors/teachers which could also be given to disabled students. The interior is most probably not optimized for disabled students. Other floors can not be accessed.

Services in City: 
Rigas old town is not very accessible. Most of the old towns streets are paved by stones with big clefts and uneven. Driving with eg. a racing bycicle already is exhausting, not to get stuck in clefts. To shops, restaurants and bars are mostly high steps.
